Yes, I pleated the long edge one direction, then pressed it really well. Next I pleated the other long edge but running the opposite direction and pressed that edge very well to where it meets in the middle. I did this with both panels. Then I pressed the panels randomly until I had the look I wanted. I let it cool and then sewed them onto the bottom edges of the middle portion of the dress front and back.
