This is the only skirt pattern I could find for stretch fabric. I made it first with a $4 piece of sale fabric in a medium size before I cut into a gorgeous piece of fabric I had saved for a few years. It is super simple, and I love the way it turned out. I'm even wearing the $4 version! I have now made five (all serged) and am using the small size. (The stretchier the fabric, the smaller the size you need.) I think it will be my signature skirt pattern. Oh so fast and simple! Perfect for a beginner since it has only two pattern pieces.
The waist seems strange when you see it on the pattern photo, but just try it and see what you can do with it. I usually don't wear it folded down. I wear it up when wearing a top over it or with the top tucked in with a belt. I am very long in the torso, so that probably makes this style work for me. I don't think a short-waisted person would like it.
It is the most comfortable skirt I have ever had--no zipper, no waistband, no elastic. It feels like nothing on--as light as a feather! I will add a photo soon.

I agree with you that this pattern is good. I have made a few myself. I would add that if you are wearing a top that is not too close fitting, you can leave the waist up. I do this and I am short waisted. I have made a couple with the flounce and they are rather fashion forward and look good. The plain version is so quick and easy.
