To eliminate the sagging, try adding a waist stay. In the late 1950s, even my school uniform summer dresses - which had full gathered skirts - had waist stays. I do not know why Vogue did not include one; I am certain a dress of this style would have had a waist stay originally. Of course, it would also have been worn over serious corsetry - a high-waist girdle or underbust corset - which would also have enabled the lower bodice to have a very smooth and fitted appearance.
