I remember making a 6 gore stretch & sew pattern back in the day,
it was a winter white knit and I wore it with matching boots.
I also remember making adjustments to the top of each gore subtracting length (I'm short) and again midway to make sure the flare was were it needed to be. I did this on each pattern piece.
This skirt would work with many fabrics by adjusting the size, a woven rayon fabric my favorite not to be confused with a rayon knit which would be lovely too except you mentioned something more substantial. Any jersey can be made more beefy by adding a Micro Tencel Jersey Knit lining in a 3oz weight available from highendfabrics on ebay, but much more work... there goes a simple skirt. I have seen gored skirts in light weight linens too but my favorite is Rayon, easy to sew and lots of drape and many patterns. You did mention lots of stretch, Jersey would then be your best bet, cutting wovens on the bias would add some stretch. I hope this helped :)
