I don't know if tis will help your bubble problem in this skirt, but when this has occirred in past projects, I take a small square if fabric, and stitch it on the bias to the end of the sart (maybe for an 1" or so, or more depending on size and location of dat) and this seems to "fill in" the end of the dart and takes away that bubble look. Others may have better ideas!
