the waist sits at the waist. it is the pleats that make it look empire line. Does that make sense?

lakaribane, I actually posted a question on the By Hand website because I wondered exactly the same thing. From one photo, it looked like it was high waisted with a waistband, like Tiramisu, but I just couldn't tell.
