The Simplicity website has this feature, which is helpful for beginners and as a refresher for the little more experienced.
The site has free patterns and projects that can be downloaded.
A few of the highlights - an explanation as to why you should go by measurements and not RTW sizes when selecting pattern size and a brief overview of different fabrics.

This would fit better as a web site review.
