I have a ruffler foot for my machine, but it doesn't do that well with tighter gathers and I was afraid that it would snag the tulle. So, I decided to pinch up the tulle by hand and push it under the presser foot. This allowed more control and tight enough gathers to make a particularly fluffy petticoat under my DD's dress.
