When making a low-waisted pair of pants or shorts and I have to make length adjustments, I measure the inseam on my favorite pair to get the right length and make adjustments on the pattern accordingly. The inseam length will not change no matter where the garment's waistband sits. I've marked the length of my preferred inseam length on my measuring tape.

I also use the inseam to determine length. Although the crotch length sometimes changes with the style of pants, it does not change as drastically as the waistband location.

Kim, I always judge the pants length using the inseam, too. I wish pattern companies would indicate the inseam length and how far below the waist a design is intended to sit. It would save me from having to measure, do all kinds of calculations - and then redesign the waist.
