To shorten a pants crotch, first remove about four or five inches of the U shape seam that goes from center front to center back. When you decide how much you want to shorten the crotch depth, take in the inside seam of the leg an appropriate amount and then restitch the U and reinforce with another stitching very near to that line. (Sometimes to remove excess bagginess, I have to trim fabric from the back leg on that inseam before rejoining the front to back leg.) Hope this helps and good luck to you.
