Oh yes! I have a roll of fuschia duck tape I bought for my black luggage - I put it on the bottom in a nice wide strip after it got torn there on one trip out, so when it came down the luggage thingy I could spot it. It embarrassed my husband though so he bought me a new suitcase...sigh. I liked that one...and the more off your luggage looks the less anyone wants it!
If you want a cheap shower curtain that you can feel good about tossing - just buy the shower liners and toss it when it is dirty or gets any trace of mold.

We've used wide clear vinyl tape or various types of wide colored tapes on our basement shower curtain (liner). I sometimes even add a strip along the top when it's fairly new so the holes won't tear out so easily.

I think I would probably purchase a colored vinyl and cut out little flowers or rain drops or something and either sew or applique them over the holes. Hot glue might melt everything but super glue might work if you did not want to sew them.
Being more creative.. maybe cut the holes into shapes and put colored vinyl behind for a cutwork look.
