I'm wondering if there's an easy way to mark the tucks, such as
those in Simplicity 3563? Thread basting is my first thought, but
I don't like having to sew over my basting thread.
Any thoughts? Thanks, Billie

Looks a bit like marking darts. Could you draw chalk lines, pin, stitch and brush away the chalk?

Sigrid made a BWOF tuxedo blouse and used her tracing wheel to mark the tucks. Definitely how I'm going to do it next time.

I use the tracing whell and colored transfer paper to do it.

Thanks ladies, but I forgot to mention that these tucks are on the outside, so tracing paper is out, and the fabric is off-white denim.

Sigrid's doesn't use tracing paper, just the wheel. So, it's literally just 'creasing' the fabric.
