Boucle for a skirt
Assume this would need to be lined?

I've made a jacket out of a loosely woven boucle before, and it absolutely had to be lined. I assume a skirt would be the same. My pattern (simple pencil skirt) doesn't call for a lining, but should be easy enough to attach under the waist facing.

Should the lining hang free at the bottom, or should I sew it to the hem of the skirt?

No let it hang free so it doesn't bunch. Also you may want to underline or block fuse it so it doesn't stretch out when you sit down. Sue

Interface the entire piece of fabric before cutting out the skirt. I wouldn't do this for much, but for a loosely woven boucle that will disintegrate when you lift the pieces from the cutting table it might be worth it.
