I've made a jacket out of a loosely woven boucle before, and it absolutely had to be lined. I assume a skirt would be the same. My pattern (simple pencil skirt) doesn't call for a lining, but should be easy enough to attach under the waist facing.
Should the lining hang free at the bottom, or should I sew it to the hem of the skirt?
Interface the entire piece of fabric before cutting out the skirt. I wouldn't do this for much, but for a loosely woven boucle that will disintegrate when you lift the pieces from the cutting table it might be worth it.
