Cutting out the skirt

I am trying to make a colonial dress using Simplicitypattern 2354. It tells me to cut three pieces for the skirt, but there are no pattern pieces for it, except a guide for cutting the top of the skirt to fit against the bodice. The instructions do not give any guidance on how long or wide to make the pieces. I know they have to go from waist to floor with allowance for a hem, but I'm insecure about making the cuts. Any suggestions for doing this without a pattern? Thanks.

There is nothing in the pattern instructions on how wide to make the pieces? Weird! What's the point of buying the pattern then? So, what I do is measure up from the floor to my waist, over any petticoats or whatever you are wearing to get the length. Then, if you are gathering or pleating, the total width is usually three times your waist measurement, divide this by three being sure to add X6 your seam allowance. This is how I made my petticoats.

Actually the instructions are hidden in the first page, the skirt is 40 inch by 40" inch square, you sew together except for where the zipper goes and either machine gather or hand gather to size to the bodice
