Should I use two boards?

I am making a valence for a small window (23x36). I have a 6" board cut for the valence. I thought I could put everything, the blind, the screw eyes and the valence on that board. As I consider it, I see that probably won't work. Should I mount the Roman blind on a 4" board attached beneath the 6" board?
BTW, there is an awesome tutorial here. It just doesn't show a valence over a Roman blind.

I made the shade and valance here in my office...the shade is a Warm Windows type. I mounted the shade on the board and just put the valance on a standard curtain rod. My shade is mounted inside the window frame and the valance is mounted outside.
