Is there a painless method, which does not involve taking the pants entirely apart, to eliminate bagginess under the rear of RTW pants? I have a pair that fits perfectly except there is some extra fullness right under my ...ahem...butt cheeks. Sorry, I did not know any other way to describe that.
To figure out where you need to remove fabric you can do two things. First pin out a fisheye dart about mid point of crotch and waist. If this works you will remove the waistband from side seam to side seam and take up the pants the double the amount you pinned out. If that doesn't do it try pinning a dart at the midpoint of your back inseam. If this helps you'll need to take out the in seam to about knee length and the crotch seam on either side of the seam and resew the inseam with the back smaller by double the amount you pinned out.

Just adding to NancyK great advice - this works only if the crotch is hanging down.a bit between legs / too baggy. If the crotch depth is snug, you can't take any depth off it. This happens with this method because you take out the back leg bagginess (the original problem) by reducing the crotch curve at the back crotch/inseam junction before blending down to the knee level when you resew the inside leg seam.

Kathleen Cheetham helped me with a quick and dirty method of altering RTW for a flat seat. She said to unsew the back waist band, take up the back at the center seam, then resew the waistband. She showed me while I was wearing a pair of yokeless pants but it's the same adjustment I make on pants with yokes.
