I would just take a good basic fit-and-flare dress pattern like this Vogue and make a muslin to get the placement of the lace overlay. It doesn't look like the lace and the underlay are sewn separately.

Stunning dress, and it doesn't hurt that she has a figure that looks good in a lot of styles.
It looks like the sleeves might be cut-on/kimono style. I don't see any seam at the front armscye areas, and it isn't raglan.
What is the bust shaping? Is it armhole princess that follows into the skirt pleats?
Good luck!
ETA: I found V8811 vintage vogue. It has cut on sleeves and a flared skirt draping from a waistline seam. If you want an exact copy, it wouldn't be difficult to add the pleats.

This one is pretty close (adding lace to the sleeve would be easy), but the sleeves are not cut on (as with Mrs. Obama's dress), and the seller also does not show the pattern number.

The top of that is close, just lengthen the sleeve so that the hem is horizontal. But, the skirt is different. It's a line with two pleats at least in the front.
It's a gorgeous dress.

Thank you for the suggestions. I think Vogue's V8811 is the closest. I agree there are two pleats in the front. I think that can be added to the skirt.

Now I'm wondering if this style of dress would even look good on my figure.

I was in love with it. The modest neckline, the contrast bodice colors, where the waist sits, the degree of skirt flair. What a terrific combination of femine and sophisticated. Good luck on your adventure.
