seam sealer or stiching together 2 layers

I have a customer who wants a "butt flap cover" for sitting on a chairlift and not get wet.
It would be made of gore tex fabric. He wants it 2 layers.
What I was going to do is since the fabric is 56" wide, fold it in half and stich or seal the side edges.

My question is can I use a seam sealer to bond the side edges together? Instead of sewing them together?

What type of sealer, liquid or tape?
I get the idea of the project, but not the details. Is this 'flap' sewn onto the coat bottom.
Gore-tex isn't the most abrasion resistant fabric, and if it's hanging off his coat, it does't really need to be breathable, only waterproof.

In camping/mountaineering parlance "seam sealer" simply waterproofs the seam. It doesn't glue it together. It essentially just fills up the holes made from stitching.

Now, if there is a sewing product called "seam sealer" then the answer may be different.

The project and its name gave me a laugh. I've sat on a lot of ski lift chairs and never had an issue with wetness. Usually though, the garments I'm wearing in the first place have some water resistant properties.

Butt flap cover...lol.
