I'd really like a long sleeved option and a non- elastic neckline. I'm seeing such lovely simple things in all the higher end catalogs and would like to replicate, any suggestions?

tutorial

as for the neckline, add a buttonhole to the outside, and string with your choice of self tie or ribbon. Add length to the sleeve for long sleeves.

edited to add: read the whole tute, scroll down, and she makes suggestions on altering to a dress, etc. Also you can order the pattern, if you'd rather.

The BurdaStyle website has a peasant dress pattern available for download here.

I don't know if this is exactly what you're looking for, but it does seem like it would be a nice pattern for using fun fabrics and trims. You could alter the length to make it into a blouse, as well.

I highly recommend Scientific Seamstress Portrait peasant. It does have an elastic neckline, but you could subsitute a ribbon for it. It makes up a blouse or dress, with a waistline or just an extended blouse. Lots of options on it and her patterns are very easy to follow. The pattern is here, it also comes in a bundle with several of her other patterns. All of the ones I've tried of hers are well worth it. Pdf pattern though, some folks don't like them. I've bought them on www.youcanmakethis.com, but other sites sell them as well. Her patterns are like a sewing lesson, great for beginners, but good for more experienced sewers also.

Thanks for the suggestions! The Burda isn't what I had in mind, but I like it. It's very Tea Collection! I like that the scientific seamstress one comes with multiple sleeve lengths. So many don't, which just seems cheap since its such a simple pattern. I'm thinking actually about changing the elastic to a bias bound neckline. I wish I could post a pic of my inspiration but I can't find the image online. I found one a Citronille that is very sweet, but hubby may throw a fit if I order more patterns from France!

I'm not home right now to check out my copy, but this book just might have what you're looking for. I know it uses a peasant style bodice for many different projects.

The Scientific Seamstress patterns aren't cheap compared to the big 4 patterns on sale. But they are extremely well written, and usually offer many options for variety. I'm very fond of her patterns, clear well written instructions and excellent for beginners. I have this pattern so I feel very secure recommending it. It also comes in a bundle with 2 other patterns of hers. Everything I've done of hers has been worth the money. It is expensive for single, simple pattern. I originally got in one of the bundles I purchased for another pattern of hers. The patterns of hers are a mini sewing lesson in themselves, which at your level you probably don't need. But for beginners they are wonderful. Good luck in the pattern such!
