This is not to bash either- I have reached a resolution. But I hope to save others the embarrassment I went through due to the new Pay Pal (PP) verification requirement.
I have not shopped Ebay in months, perhaps years? And I got a new iPad for Christmas so I set it up yesterday. I configured an Ebay app and found a great deal. All went normal on first purchase and then the floor bottomed out on second. It took 3 hours of web, emails and finally a phone call to Pay Pal.
Apparently PP verification is being forced.
Has this happened to anyone else?


I use Pay Pal often- have done so for 10+ years. My transactions have always gone through with my same bank visa (I just update exp date and code when needed). This time not so. I tried adding a second Visa. Then tried establishing a new PP account with a different Visa. Both had zero balances. Both owned over 5 yrs. Still declined- I had reached my maximum PP limit.

Pay Pal said (on the phone) that it really isn't about a $5,000 lifetime limit - its that they need to protect themselves with verification.
This means I either give PP access to my bank account, use the PP GEMB MasterCard or use the PP GEMB-type 10 day Buy It Later Program. The last 2 ways will give telemarketers access to all my personal information (They are permitted by law to call their customers and their subsidiaries can call too.) Linking my bank offers instant PP verification but I needed to give PP my bank access number and login information! Or I could wait 3 days for them to put a few pennies into your bank account and then remove them so they can verify the account is mine.

I then did more research and found numerous complaints against Pay Pal for discrepancies in bank drafts. I am supposed to be given a choice at POS but the PP default is to draft my bank account. So it sounds like they are pushing consumers to use PP credit cards for purchases or your bank but not your personal credit cards.

I have really mixed feelings on this. PP has been a boon to me but I am very suspicious that all this verification stuff is a way for them to market PP credit and make a profit.
I was fairly embarrassed to tell the Ebay seller that PP declined his $45 payment because I had reached my $5K spending limit. The worst was that I had no warning- PP just declined me only minutes after using them for a $20 transaction with another vendor that was approved.

If anyone else gets declined the best option is to log into your PP Account and follow the links to CALL them directly. The emails only explain that you have reached your $5K limit and how to get verified.

I was able to get PP to process the Ebay $45 payment while I was on the phone but the young man was very firm that all future transactions will be declined until I get verified.
I am looking for options other than PP but I don't believe they have much competition. Which means I will be limited to online vendors who accept personal credit cards.

Do you really need to give your bank login information?
I had gone through the bank verification process by having them put some pennies in my account several years ago to verify it was my account. Is there a reason you don't want to do that? Its a simple process. Otherwise they would need to repeatedly check your credit card to verify there is a balance. But verification of a bank account would be done only once.
I don't know of any PayPal alternatives.

It is so much easier to get your information stolen on a ipad or when you are at a coffee shop or someplace with free wifi. this is just a quot i read somewhere. But there are ways to get verifyed with your ipad.

Interesting...I was not aware that there is a spending limit for Paypal. I am not a verified customer and I don't want to be. I've had Paypal trouble in the past and they can't have access to my bank accounts!

I use a prepaid card with them and just make sure I have the funds in it before I buy...Since I also use Paypal for some other vendors also, I'm wondering how close I am to their limit.

The whole thing sounds weird to me and I certainly would not give them my bank information. Whenever I need to access PayPal, I go to eBay first, and use their link there. I feel that is safest. The day PayPal says I've hit a limit or wants more info on me, that is the day I no longer do business with them.

I haven't used my pp account for several months.

With all the sleazy individuals on the Internet, I switched to a prepaid visa gift card for Internet shopping and am keeping my personal cc and bank information to myself.

I've refused to get paypal if whoever can't take a credit card online then I just won't do business with them and not a debit card a credit card so no one could steal money right out of your bank. When I've gotten stuff on ebay and haven't in quite a while I just use a credit card through the paypal thing.

Thanks for the heads up -- the whole thing sounds flaky, they are trolling for personal information for marketing purposes. I have no interest in giving PP any details about my banking relationships. Sounds like someone is zooming someone with the explanation - credit cards are routinely authorized on every transaction.

Looking forward to a response on this thread from anyone that knows an alternative payment clearing house. . .

I've heard of people who open a checking account just for paypal and keep a minimal balance in it. That way if paypal decides to get grabby (which I've also heard of), there's not much to grab.

I have a small bank accont that I use with Paypal and they periodically try going the other direction insisting that I share credit card information. And they do the same malarkey with some pie in the sky limit that has been hit and they will not honor any further transactions until they are provided with the extra unnecessary credit card information for verification.

I was extremely unhappy the first time. Subsequently I've decided that there was life before PayPal. After not using PayPay for a few months they mysteriously, with no phone calls or prompting, lifted the limit.

I'm sure it is all driven by some computer program. It's all annoying.
