Adding an elastic waist to a garment?
How much ease for blousing?

If you want to add an elastic waist to a tunic or dress with no seamed waistline, is there a rule for measuring where the elastic will go?
Measuring the waist position with the garment on, how much BELOW for the tunnel to allow for blousing, and not having it pull up when raising the arms?
I am using this both for adults and children who are not near me to measure for sundresses etc.

I don't know of a rule for that. You might try asking the recipient to measure for you, maybe from the top of the shoulder to preferred waist level?

For me, I would want to try on the garment and mark a line for the elastic or casing.

I would think that you can find out by measuring on a garment how much it goes up when the owner lifts his arms. I am adult and for myself 2inches for blousing is fine.
