Here's the Riccar story from ISMACS. Check out the site, there might be more information there.

I have a Riccar 8500 which looks similar to the 9700.

8500

It's a nice little machine. I'm not sure how old it is, 1958 or so maybe. It has a nice stitch, even nicer than my Janome 4800.

Couldn't open the PDF for the manual so don't know what it says there.

I have a 4-page brochure from Riccar, which says "Riccar's most exciting new series!" I wrote the date on it when I obtained it: May, 1984. One of the machines listed is a 9700. There are two models higher, the 9900 and the 9800. The 9700 has a retail price of $849.95.

"All the wonderful features of the newest lline of Riccar sewing machines. Including 10 decorative, utility and stretch stitches, & sturdy carrying case that securely stores the foot control and accessories, the new needle stop, Sew-Redi (TM) light, and more. Another sensational Riccar value!"

It appears to have a few more features than my TOL 808E which I obtained in the late 70s and looks almost exactly like mine. The 9700 is electronic. It may have been out for a few years when I got this info, so I would say it came out early 80s.

A dealer told me that they no longer make sewing machines, but do make other things, such as the vacuum cleaners I saw at the sewing machine dealership.

I've had mine since 1985 and I love it! Looking for a new foot control.

I have a Riccar that was badged for a now defunct dept store. It is sorta like the 9700, but with perhaps a few less features. Not so few as the 8500 however. I got in in about 1983, and was about half the price of the one GIButterfly quoted.

mominleilani, it can use any generic controller. I wired a simple electronic one onto mine for FM work - these never overheat.

I got my 9700 for High School graduation in 1983 and the salesman told me it was among the last of the metal geared machines. He also said it would sew fast for me. It has been a great machine for me, I've not had it professionally maintained more than 3 times in 30 years. Sadly...the stitch selector gear(?) dial(?) broke and can't find a replacement. I kept the rest of the machine, so now I have parts for YOURS or will sell the machine or would buy the selector part and repair her. Feel Free to message me!
