Date: 2/16/13 5:35 PM It seems you would need a bib fronted blouse/top pattern as a starting point.
You could try the Wiksten Tova as a woven starting point, or Jalie 2911 has the crossed front bib portion.
I would guess you would need to flare the bib pieces and put a goodly amount of interfacing in there to get the nice big ruffles.
