I know the band on this neck isn't as wide as you are looking for but Vogue 8792 is the closest I could find right now:

In my picture it's a diferent one (I think so)
it's done with a facing & interfacing.
Maybe there is a video. |

If the neck is already the way you like and you want to add a wide band as trim or to replace a few inches of the neck, retrace the pattern neck and shoulder the in the amount you want and include seam allowances.
Sew it to the top and trim as needed. The curves will need to be clipped. |

Date: 3/3/13 1:33 PM The garment in the picture you posted, is this the top you are making or a sample of the neckline you want to duplicate? If not the top you are making, can you show a pix of the pattern or garment. If it a sample of the neckline you want to re-create here is a suggestion:
From looking at your sample picture, I would draft the collar feature separately - you can make the width as wide as you like to compliment your figure shape, following the outline of the neckline (from the seam not edge of seam allowance). Draft a front and back. Add seam allowances after you get the look you want. Test in muslin first until you are satisfied.
