I want to make a cute skort like the Tracy Reese one here:
Tracy Reese skort
And Title Nine has some skorts in knit, which a more sporty.

After perusing the Big 4's offerings, I realize that I may have to fankenpattern it. A tennis skirt pattern may work? Ideas?

I understand the basic concept (just shorts with a skirt attached), but I am still trying to figure out how to assemble it without too much bulk, or looking like a skirt thrown over shorts.

I looked at the Tracy Reese skort you linked, and it would be simple to copy with two patterns.

You make a very short basic pleated skirt and slightly shorter fitted athletic/workout shorts made of a knit fabric, preferably a wicking type. Sew them together at the waist band as you would a lining. That's how all my RTW golf skirts are made.

Go to any big box sporting goods store and look at how the tennis skirts are designed....of course, tennis skirts seem to get shorter each year (ugh) but the concept at waist or waist yoke is the same.

I think they are a little more stable when there is a curved yoke to the pattern.

Those are also known as "skater skirts" on the runway. A cute girl wore a yellow version on American Idol recently. It was very full.
