I want to make a number of phone calls from the US to a cell phone in Austria/Europe. My ATT international rates are quite high, $.12/minute and even more to a cell phone. Does anybody know a website that lists various access numbers with lower rates?

I know Skype offers low phone rates, but I don't always have access to a PC.

You may want to check into Vonage (unlimited minutes for monthly fee) or magicjack which is listing at roughly 2 cents a minute for making calls to most mobile carriers.

I have used MagicJack for Asia and European calls, without issue.

Calls to a European mobile phone cost more,that's not all.

Depending on the European mobile phone provider,there may be extra charges involved for receiving out of country calls.A European friend told me she had to pay 1.50 Euros a minute after her sister,who had a cheap plan,called her from the US on her cell phone.

I called my US nephew on his cell phone.It was a free call for me to the US,but...he had to pay a lot of money.Until his current plan runs out,he has to pay per minute for each out of country call he receives.He didn't know that until his invoice arrived.He thought he had a good plan.He buys cheap calling cards now to call me back when I call him.

Good luck on finding a cheap mobile phone provider that works equally well at both ends,in the US and in Europe.

WE used to use one of the systems in the article TeeGee posted. I forget which provider, but it was quite simple and worked well. I think we had to be registered, paid a very low fee and had to call their number then the number we wanted to call. Skype is great when you can use it. I find we tend to plan when we will call, like back in the day with long distance when it was so rare and expensive you wanted everyone to be there for the call.

You obviously have a computer just download skype. Computer to computer is free and to a cell phone or land line it's just a few pennies a minute. You can do video chatting as well for the same fee. We use this all the time. My son travels to Asia frequently and he uses skype to call us all the time. Our dd lived in Korea for 2 years and we had regular video chats. Of course you have to have high speed internet for this to work well.

The best thing to do is to have the other person in Austria/Europe own a Magic Jack phone with a US phone number. You both can call each other then for free if the Magic Jack phone number is local to your phone or else be charged US long distance rates.

I use Tel3 to call overseas, I can make calls from my cell and any phone.

You can skype from your mobile if it is a smartphone, you don't need access to a PC for skype. Skype calls, even if they are to a mobile or landline without a skype account, count as local calls, so the receiver should not have to pay overseas rates.

Someone told us about a smart phone app called "Viber" which makes the calls free. Both people need to have the app, but then you just call as usual and don't have to sign in or anything, have downloaded but not used it yet.
