I have this pattern. It has sizes XXS- 3X included, or so it says.
When I opened up the pattern pieces they all say sizes XS- 3X but nothing for XXS -which is hip 38.5".

XS is hip 40.5".

I emailed the designer, Gail Patrice, but no respone (yet)

So. I can't make this skirt- yet. Any suggestions as to how I should proceed?

It's really easy to grade something like this down one size. Draw a line through corners and pattern markings going past the smallest size. Measure the size increases used and measure that amount along your drawn line. Connect and that will be the amount you need to take in your side seams. You will do this on any piece that has multiple size lines. The cf or cb would not have this and stays the same.
