I know I've read to draft the lining a tad smaller than the actual pattern piece so that the fashion fabric will roll slightly to the wrong side preventing the lining from peeking out.

I can't find where I read that. My question is "how much smaller?" 1/8" ?? Is that too much?

I wouldnt class myself an expert, but having added a few linings to patterns which didnt have one included I've found it works fine as long as you understitch at the neck and arm openings (if sleeveless). I just recut the pattern pieces and didnt make anything smaller.

If you leave the shoulder seam unstitched it is much easier to do this nearly all the way along the neck line, and you can just slip stitch the shoulder seam lining closed after machine stitching the fashion fabric.

Sorry, got to disagree with whatever you read. Linings are usually drafted with additional ease, it depends on what you are lining of course. You subtract any facings from the lining pattern (sounds like you don't have any anyway). If you draft linings without extra ease there is a tendency for the lining to strain and split.
