Claire is right. I am pretty sure it is because of the French Language laws that exist in Quebec (in addition to Canada being a bilingual country). Don't think you can import anything into Quebec that is not labeled in French and to the Quebec standards.

It would cost companies that aren't Canadian (and used to this) to include French labeling and so forth and meet the Quebec French language requirements.

How this whole thing would apply to fabric is beyond me. Too bad Quebec politics are costing Quebec sewists these opportunities that are finally opening up to us Canucks!
