I am a definite Pear, and typically, 'my' size goes from 16 - 20 top to bottom. And that does not include wearing ease. My first project I used my RTW size as my guide, and the skirt turned out HUGE. I've read that I should check the finished garment measurements on the pattern pieces themselves, but I'm finding that often they are not to be found. Does it make sense to actually measure the pattern pieces (especially the hips) to gauge where I'm at, before cutting a multi-size pattern?

Yes, your measurements indicate you are definitely a pear! As to your question, I think it's very good sense to measure the pattern pieces, then compare those measurements with the envelope, or better yet, yourself, to see the amount of ease that is built into your size. Depending on the pattern, 4-6 inches of ease should be about enough. And that's 4-6 inches overall.

But if you like your RTW skirt, why not use that as your "happy measurement" and compare that to your pattern?
