Envelope just says 'Dress'. I say Dress or jumper with underbust pleats in two lengths with cap sleeves

Girls Shrugs with sleeve options from ebay for 49c. We made the long sleeved version.
Pattern Sizing:
7-14 We made age 12 so I'd say it runs small.

Pattern Sizing:
