I'm calling this the Burda diplomatic passport dress.
The original idea was the Burda 8090 skirt but the combination of plaid and pleated skirt was too much of a schoolgirl uniform look for me, so it morphed into a dress with the addition of the Lisette Passport dress bodice and the Lisette Diplo
