Recommend, with Modifications
Pattern Description: Classic smocked empire waist top.
Pattern Sizing: It lists sizes 1-4 but I could not find a size chart to go with that. I made a 3 width with 4 length and had to overlap the back a lot more then it is meant to overlap to make it fit Emily.
