Pullover top A or dress B have elasticized neck, contrast raglan sleeves and hemline ruffle; top A is above waist, elasticized contrast casing; dress B with above waist contrast band extends into tie ends, underskirt has hemline ruffle; pull-on pants C have contrast ruffles; self-lined kerchief D has contrast binding extending into tie ends.

Easy & Great for Beginners
I first made this skirt last year and have made it several times since. I thought I'd better give it a review since it is a winner pattern.
Girls circle skirt with tulle petticoat. Both Skirt and Petticoat have elastic waist bands.
sizes 3-6 and 7-14

Pattern Description: This pattern has 3 precious skirt patterns and they all fit great
Pattern Sizing: True to size. My granddaughter is a 5 and since patterns tend to run a bit large I made it by the size 4 and it fit perfect..length and all.
