What is this notion used for?
Hand sewing, quilting
The website says these are "Short needles with small round eyes for quilting and detailed handwork."

Did you get your money's worth after the purchase?
No. I bought these when I lost my last gold eye sharp needles. These needles have gold eyes, but the manufacturer shouldn't have bothered wasting the gold on them because the point of the gold is to make the thread pass through the eye more easily with less friction. These are the worst needles I've ever used. It took me a while to realize that it was these needles that were my trouble with threading hand sewing needles, not my aging eyes or the thread I was trying to use.

These have inconsistent eye sizes and shapes, rough inside eye edges, and often have a side that eventually threads and another side direction that won't thread because of the rougher or narrower opening on that side. They don't bend much, but most of them are absolutely horrible to thread. Maybe I got a bad batch, but I got several sizes at the same time and they are all inferior quality in the finish of the eyes. I got maybe 2 okay needles in the entire package of 20.

Most of the eyes look oval or irregular, not round.

Is this notion easily available?
I think so. I got these at Michael's.

Would you recommend it to others?
Not unless there is no other needle available to buy. If you just need one needle that will thread and sew without thread getting hung up in the eye, you might get that one out of the 20 in the package.

I quit buying Dritz betweens because I was having the same problem. I discovered Hemming betweens at Wawak (20 for $1.39) and they are the best needles I have found.

I have heard that quality needles with brand names that are familiar to most are no longer made in England but now come from China, with a disappointing loss of usefulness. I have been in classes with internationally known teachers who have instructed the class to observe the needles dispensed and disregard if found wanting in smoothness to the shaft.

I have a lot of needles that I inherited from my mom and her great aunt who was a professional seamstress in the 1890 - 1930 era. They are all of very poor quality so I just keep them as sewing "history".
