I've made this pattern also, and I think the confusion in the instructions comes from the different views. The instructions are written with a bias towards view A, which lacks a hood so the neck facing is sewn to the outside. I can completely see how that would be confusing if they don't modify that instruction for the views with a hood. Thanks for the heads-up!
