I would probably have needed a size 18 too (based on body measurement), but decided to cut a 14 (with a size 20 crotch depth to accommodate my height) after taking time to measure every pattern piece. There are no measurements on the tissue at the hip or waist, so here is a rough summary:
Size 20 hip area: Approx. 56.25"
Size 14 hip area: Approx. 50"
