Here is a suggestion for the pants legs-cut them two sizes smaller and blend into the larger size as you approach hip level. This comes from Nancy Zieman's Fitting Finesse book. She says this is because ppattern companies add too much width to pants legs as the pattern sizes get larger-very true. I measure a 20 in Simplicity but a 16 leg looks better.

I made the shirt from this pattern, and really like the fit. It looks better than the boring cover photo would indicate. As you observed, the dart position is lower than it would be on a misses' pattern, so it is advisable to measure the flat pattern to see if the dart should be moved before cutting out.
