Spottedturtle, I just made this dress, and I think the pattern is drafted so that the shirring actually gathers the neckline to the binding...so this might account for some of the width, at least at the neckline. :) Other that that, I agree that the line drawing does show it a little slimmer than it ends up. Your version looks super cute anyway, though!
