As you suggested, I thought it was easier to layer the embroidered design on a larger piece of felt, sew around it, and then cut it out, instead of cutting out the designs and backing, and then sewing them (which also doesn't work well because you lose the benefit of both feeddogs as you sew right on the edge of the design).
