I would take a horizontal tuck in the pattern piece starting at the side seam and tapering to nothing at the fly. I would do this close to the waist seam since that is where the excess seems to be. This would help the slight skew of the bottom of the leg toward the inseam as well. For the back you might want to do the fish-eye tuck that Debbie Cook describes click here
