Cute outfit! As far as the elastic goes, there is special elastic used for stitching more than one row of stitching: sports elastic. It has four built-in channels and can be purchased in 1 1/4" and 1 1/2" widths. As you mentioned, old elastic may be the culprit. Also consider your stitch length; if your stitches were too close together, this will cause the elastic to "stretch out" and result in a much bigger waist than you'd intended.

The outfit is lovely! Good advice on the elastic above from Judy Kski. As far as the ease, I think this type of skirt (a tube skirt, I think it's called??) is supposed to be form-fitting. As far as I can see, it looks great on you.

Thanks for the nice comments, and thanks Judy and pterion for the tips about elastic ... I'm going to cut off what I have and try again. And an update. I sewed the sideseams a little narrower and tried to go as straight as possible to get rid of the bumps, and voila, it worked. Evidentally the pattern was more curvy than I am.
