The instructions for those neckbands never work. Reinforce the V on the front of top and clip to the reinforcement. Press under the seam allowance of the neck area of the top. Take the prepared pieces of the front neck band and sew them together to make a V. I usually at this time serge the unfinished edge of the neck band so I have a nice finish inside. Place the neck band V in place and topstitch it in place. If I don't use bias tape for the back facing, I usually continue the topstitch line around the back neck facing. I find it gives a nice finished look and keeps the back facing from shifting up while wearing.
