My first thought was, "cute" and then I saw you blog "not cute" ! My thoughts on fit are as follows - it seems to me you are petite, and the back length is too long - what's more, the front is "borrowing" fabric from your back, causing it to pull the fabric tightly over your back. Those 2 things are creating the "puff" you see. The sleeves are cute, and the bodice scoop neck works well for you, so hopefully you'll get the fit sorted and be on your way.

I agree with SewSho... the color is perfect on you and with a couple alterations you've got yourself a very pretty dress.

Add me to the list-this is too cute a dress not to try and save! I think it may be that you've chosen a size larger than you need-its easier to alter the bust/hips/waist than the neck area (I have learned this through personal trial and error, lol!). Your dress really is cute on you-definitely worth fixing!
