I often lower my darts, and I find the easiest way is to cut out the dart and just move it lower on the pattern. Tape it in place along with a little extra tissue in the hole left above the dart. It's not the same as a FBA. (edit) Oops, I meant cut a rectangle around the dart and move that. And you have to also true the seams after the move.
