Cute fabric. This is a comfortable top, but I totally agree with you on the method to secure the "foldover". I like it much better to just do the gathering, altho even then, there is a lot of fabric to gather in one area. A light knit is the way to go with this pattern.

I think the "issue" you are having with the tulip sleeves is the pattern of your fabric. They look fine to me. Try them again in a plainer fabric or one with less contrast between areas.
