I have this problem with RTW and find that it's the back leg is too wide. Taking just a little off each side of the leg seam works for me.

If you are looking for an elastic waist pant that fits well, you might try Louise Cutting's One Seam pant. Everyone I know who has made them raves about them and they look very nice on.
