What area is too tight? If it is the bodice/waistline area, the overall size may be too small, but if it is the neckline itself, you just need a longer piece of elastic for the neckline. I haven't ever found Simplicity's elastic guides to be useful. I generally just drape a measuring tape around my daughter's neck where I want the neckline to fall.
