Q Valley Mary -- I see! I guess it had stymied me because I'd never see those steps in armscye instructions for wovens. But that makes sense. Thank you!

If your were making this with woven fabric, the extra steps for attaching the neck binding would ensure that you get a good turn, that there is no hint of that lovely pink binding peeking over the edge of the neckline. This is less of an issue when you are working with a knit, I think, because there won't be such a sharp crease right on the turn. Great job on this one, by the way.
