Kwik Sew 3199 is a women's blouse designed to be left out untucked. It has an empire waist with a moderate peplum bottom half

The pattern is multi-sized and all sizes are included in the pattern. Unfortunately, though in this case, not all pattern pieces were graded. So, if you are like me and need to take advantage of the multi size grading for a good fit, this pattern is not suitable for that kind of ease of use.

The finished blouse is depicted two ways on the pattern envelope. One is an actual image of a person wearing the blouse. In this image the bust line appears high and appropriate. The other images are drawn and in those images the bust line appears low. The front pattern pieces do not have an apex so it was impossible to tell where the bust line should actually be. I always make a sacrificial trial garment on the first use of a pattern so I was okay with this, but it would have been nice to know where the pattern maker thought the bust point was supposed to be. It ends up the bust point was very low and so on my first garment (no image provided for this one) the blouse had a baggy appearance. I solved the problem on that blouse with a decorative ribbon waist tie. On the second blouse (shown in the image) I raised the bust point by 1" for a better fit.

There are many pattern pieces and the instructions were very easy to follow. Be aware the pattern allows for only a 1/4" seam allowance; however, so be sure to verify your measurements against the actual pattern where you can before cutting.

I really like the pattern now that I've made a few adjustments and I will use it again and again. Here are the adjustments I made: rolled the shoulder seam forward 1" from the back to the front, decreased the shoulder seam width by 1/2" on both shoulders, rolled the sleeve cap to match armscye changes, raised the bust line by 1", scaled the pattern by hand to fit my multi size body (small at the shoulders to medium at the hips)

In my first trial garment I used an embroidered lightweight printed cotton, in my second garment (depicted with included image) I used a loose weave silk noil.

Overall its a great pattern and wardrobe builder. Depending on fabric and decoration it can be made to dress up, dress formal, or dress casual. I have plans to make it at least one more time in a silk tafetta with lace overlay. I recommend others to give it a try, but be prepared to make it twice in order to get your adjustments figured out.
